Subject: [usb] USB interface to existing PCB device
You can use the USB 2.0 function core with the UTMI phy module from the USB 1.1 core project if you want to use it with a 1.1 phy (I've tested this on actual hardware).
I'd recommend using the 1.1 core though as it's smaller, and appears to have fewer bugs atm.
I'm using the 2.0 core in a product at the moment and it took quite a few changes to get it working properly, but I've never used the 1.1 core.
