Subject: [usb] USB 1.1 PHY Update

I checked in an updated version of the USB 1.1 PHY.

This version is more tolerant against line noise
and does report RxError if one of the following
errors has been detected:
 - sync errors
    Could not synchronize to incoming bit stream
  - Bit Stuff Error
    Stuff bit had the wrong value (expected '0' got '1')
  - Byte Error
    Got a EOP (se0) before finished assembling a full
    byte
