I think a simple pci target is enough for you, with a cpld. I designed something similar before, with lattice's xpld 5512 device, and the functions include: pci target, configuration regs, boot rom and ata-pio0 interface.

I'm a student, and I am looking for the most simple design for making a pci card that would include a "bios" rom.
Does any one have any clue about making one? (the cheaper, the better ;) )
The card would just have a rom containing a bios, and if possible a second rom readable and writable to keep settings set by the bios rom itself ;)
