Subject: [pci] Backend and sequencer in PCI Master

Hi,
  I'm doing an in-house project which involve modelling a PCI local bus in system level design language.I'm facing problem in modelling master backend and master sequencer part.
1. Which part among these two does the request to the arbiter for an ownership of the bus?
2. If backend part interacts with the outer environment and sequencer part actually perform the transaction, Can any request for transaction come when the master is in any request?

Can anybody help me to find the answer of the above Qs.
