In the project view of opencores by default only finished projects are
shown. There is a mp3 project with some code fragments, but it seems
like no one is working on it. You need to change the display filter to
show all projects.
So far only people were asking for code here. Unfortunately no one has
come up and tackled that task yet to finish a MP3 project.
If you are looking for some other MP3 projects you might do a google
search for >MP3 VHDL or Verilog<. I had done that one time and it
showed up some projects hosted somewhere else.
