    IP is an intellectual property. It is one or more vhdl or verilog programs.
    you synthetize the code (with leonardo expectrum for example) and can
    simulate it (modelsim). then if you have a board of xilinx or altera fpr
    example you can generate porgramable files and proof it in hardware.
